Our Team
Transitions Behavioral Health is a state certified outpatient mental health and AODA clinic located in Portage, WI. Transitions was established in 2010 by Jessica Beckett and Rebecca Kaiser.

Jessica Beckett
MA, LPC, CSAC,ICS

Jessica Beckett has over 25 years of experience in the mental health field. Jessica holds a master’s degree in clinical psychology and has experience in working with kids with attachment disorders and trauma and adults with pervasive and chronic mental health issues. Jessica holds a substance use counseling license and can treat adults and adolescents with dual diagnoses of AODA and mental health issues. She has worked with individuals on trauma issues and has training in brainspotting.

Rebecca Kaiser
MS, LMFT, CSAC, ICS

​Rebecca Kaiser has over 20 years of experience in the mental health field. Rebecca holds a master’s degree in marriage and family therapy and specializes in family systems approach and has experience in working with adolescents with ODD. Rebecca holds a substance use counseling license and can treat adults and adolescents with dual diagnoses of AODA and mental health issues.

Rachael Jaeger BS
CCS Service Facilitator

With a bachelor’s degree in criminology and a strong passion for supporting mental health, Rachael brings several years of hands-on experience to her role as a CCS Service Facilitator. Prior to joining the team, she worked as a mental health specialist at a psychiatric hospital and served as a crisis worker, providing in-the-moment support to individuals and families navigating behavioral health challenges.
Since joining Transitions Behavioral Health, Rachael has had the privilege of working with individuals across all age groups, though she has a particular interest in working with children and adolescents. Her approach centers on building trust, creating structure, and helping clients develop the tools they need to thrive in their daily lives.

Michelle Skipchak BS, MS
Independent Skill Development Educator and Wellness Management

Michelle is an experienced educator with 16 years of classroom teaching, now focused on independent skill development and lifelong learning. Her journey began with a B.S. in Physical Education and School and Community Health from Winona State University in 2003, followed by an M.S. in Educational Leadership from Viterbo University in 2011. From 2007 to 2023, she dedicated her career to helping students grow not just academically, but personally fostering confidence, resilience, and healthy habits both in and out of the classroom. Now she is applying that same passion for growth in a new direction: developing skills in the realm of independent behavioral health, with the goal of continuing to make a meaningful impact. She works with individuals enrolled in the CCS program in Columbia County.

Monica Neumann
BA, SAC-IT
Monica brings nearly a decade of experience supporting individuals facing substance use challenges and involvement in the criminal justice system. Her career began in 2016 as a probation and parole agent, where she worked closely with justice-involved individuals until 2018. From 2017 to 2021, Monica served in both the Columbia County and Sauk County Adult Drug Treatment Courts, helping participants navigate recovery and build healthier, more stable lives.
In 2021, Monica joined Transitions Behavioral Health, working with the Medication Assisted Treatment (MAT) Program to support individuals managing opioid and stimulant use disorders.
She transitioned to the Columbia County Comprehensive Community Services (CCS) program in 2022, where she currently serves as a CCS Service Facilitator. In this role, she provides care coordination services to individuals with mental health and/or substance use disorders. Additionally, she provides AODA assessments for adult and adolescent consumers, and AODA psychoeducation, helping clients better understand and address their substance use concerns.
Monica is a substance abuse counselor in-training and is working toward her Clinical Substance Abuse Counselor (CSAC) license. With a compassionate and person-centered approach, Monica is committed to walking alongside her clients as they work toward healing and meaningful change.
When she’s not working, Monica enjoys spending time with her family and recharging in nature.

Julie Cutrell
MS, MFT-IT
Julie is a Marriage and Family Therapist trainee working with children, teens, adults, and families. Her approach is compassionate, collaborative, and tailored to the unique needs of each client. She supports individuals through challenges such as anxiety, depression, relationship issues, life transitions, and neurodiversity-related concerns.
Before beginning her work as a therapist, she spent over 20 years as a daycare provider. That experience deeply shaped her understanding of child development and the importance of nurturing, secure relationships. She also has focused training in working with individuals on the autism spectrum and bring a strengths-based perspective to all of her work.
She is committed to creating a safe, supportive space where clients of all ages can feel seen, heard, and empowered. As a therapist-in-training, she works under the supervision of licensed clinicians to ensure thoughtful, high-quality care.
